Turn retro notes into tickets

Good ideas from a retrospective shouldn't get lost after the meeting. Every retro card now has a Ticket it action.

• Prefilled for you. The ticket starts with the card's text and lands in To be refined, so it's ready for your next refinement session.
• Add detail if you like. Set assignees, story points, acceptance criteria, or a sprint before creating it, or skip straight through.
• Linked and live. The card is linked to its new ticket, and everyone on the retro board sees it happen in real time.
